Drei Jahre nach der ersten "Battle Royale" ist der Überlebende Shuya Nanahara ein international bekannter Terrorist, der mit seiner Terrorgruppe "The Wild Seven" allen Erwachsenen den Krieg erklärt hat. Sein Ziel: Die Abschaffung des BR-Gesetzes, das es der Regierung ermöglicht, Kinder und Jugendliche für perverse Spiele um Leben und Tod mediengerecht zu missbrauchen. Die Regierung reagiert mit einem neuen Programm namens "Battle Royale 2" und schickt 42 Schüler, die Nanahara und seine Schar in ihrer Inselfestung angreifen sollen. Nur wenige von ihnen überleben die ersten Hinterhalte der Terroristen, bevor Nanahara erkennt, dass es sich um Jugendliche handelt, die sein früheres Schicksal teilen. Er befreit sie von den explosiven Halsbändern und überzeugt sie, gemeinsam gegen die Erwachsenen und das BR-Gesetz vorzugehen. Als die Regierung die Insel stürmen lässt, stoßen die Soldaten auf erbitterten Widerstand der Terroristen und einiger Schüler.
